Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 146. 
(1) A holder  of a prospecting  licence or a restricted  prospecting licence may, at least sixty days before the expiration  of the licence apply to the Commission  as set out in Form Thirty-Seven of the First Schedule to mortgage  the licence.
(2) A transaction  that purports  to mortgage a prospecting licence and which does not  comply with these Regulations  is void.
(3) The application shall include
(a) a certified copy of the licence to be mortgaged;
(b) certified copies of documents  of incorporation  of the mortgagee;
(c)  annual  reports  of the mortgagee  for the previous two years, if applicable;
(d) the mortgage deed, or any loan, debenture, and other financing documents;
(e) evidence  of payment  of applicable  fees;
(f)  in the  case  of a mortgage  of an undivided   proportionate part of the licence, the polygon  that defines the number  of blocks to be mortgaged;  and
(g) any other transaction  between the holder and the mortgagee in respect of the licence.
(4) The applicant shall submit particulars  of the mortgagee's principals or shareholders  in respect of paragraphs  (b) and (c) of subregulation (3) where it is required by the Mineral Titles Department  of the Commission.

Procedure to Follow


Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant....
