5. If an ambulance or first aid room is maintained at, or in conjunction with, any premises to which these Regulations apply, and In special arrangements exist for securing the immediate treatment in that room of all injuries occurring on the premises, the Chief Inspector may by certificate exempt such premises from all or any of the requirements of these Regulations to such an extent and subject to such conditions as he may specify in the certificate.
